Garlic is safe for dogs in small quantities (1/3 tsp per 10lbs of body weight). Garlic can interact with certain medications, and should not be used for two weeks prior to scheduled surgeries. If you are unsure whether garlic is safe for your dog, please speak with your treating veterinarian.
As this is a recipe for treats, not a meal, the amount of tamari and quinoa in this recipe is a small amount for most dogs and is fine to feed.
